THE CENTRAL ELECTRONIC MONITORING SYSTEM (CEMS)

The South African LPM Industry

The National Gambling Board provided for the introduction of a Central Electronic Monitoring System (CEMS) for limited payout machines (LPMs). A Service Level Contract (SLC) was signed between the Board and Zonke Monitoring Systems to govern the provision of the CEMS and associated services. The core functions of the CEMS are to monitor and record gambling revenue, as well as prescribed significant events associated with a LPM that is made available for play to the public. These functions ensure that the correct gaming levies and taxes are collected by the regulator while the players are protected at the same time.

Key Selling features of the CEMS

User Management Module

Secure Access Control, the term used for controlling a user’s access to available system functionality.
Control to ensure that data from each commercial organisation is visible only to themselves and the relevant regulatory bodies based on their jurisdiction.
Audibility user management control refers to the functions available within the system to record, in a read-only format, the actions performed by the system and system users.

Asset Management Module

Design philosophy to ensure that all components in the system are tracked by a unique serial number
A history of machine movements is also managed in the database.
Certified games are also managed in this area.

Service Call Module

The Service Call module facilitates the logging of service calls for operators of gaming machines.
Service calls also track the amount of time spent on each job, allowing for easy management.

License Management Module

Licenses are managed against site activations
License status’ can be changed
Licenses can be renewed in the system, controlled at Provincial Licensing level.

Gaming control

Sites can be de-activated at Provincial Licensing level.
Sites not collected within stipulated time frames are de-activated.
Monitored strictly through significant event reporting.

Inspectorate Management

Site visits are recorded for all stakeholders via card management module.
Pre-opening status allows for machines to be tested according to test records generated.

Financial Reporting and recording

Deductions can be created in the system per stakeholder.
Financial Splits can be created in the system per stakeholder.
Taxation and levy calculations can be created per province.
Financial processing performed weekly and reported both monthly and weekly.

Design philosophy

Secure: Security within the CEMS environment consists of:

  • Access Control, the term used for controlling a user’s access to available system functionality.
  • Data Segmentation, the concept of ensuring that data from each commercial organisation is
    visible only to themselves and the relevant regulatory bodies based on their jurisdiction.

Flexible: The system was designed with flexibility in mind so that the CEMS operator can use various configuration options that would alter system behaviour when requirements change as the industry evolves. The system has to deal with differences in provincial regulations

Scalable: The CEMS solution and hosting environment has to scale-out as the industry rolls out across the different provinces at a least-cost factor.

Usability: The CEMS solution is a user-friendly product with ease of use and navigation.
